In answer to the charges preferred against me on the 8th.
instant, for absenting myself from duty without leave ( or
permission of the Principal Civil Medical Officer, means Dr.
Atkinson per olause No.8 of my standing orders) contrary to
No." of the standing orders for the Sanitary watchman of the
Hill District, I solemnly and sincerly beg to state as follows:-
That for the performance of my duties I was given a standing
Zod order by Dr. Clarke on the 30th July 1907, I think when the
Central district aanitary office was in College Chambers in
No.31 Wyndham Street, the conditions of which are as follows:-
(1) The Sanitary watchman in the Hill district shall reside
the Hill district and shall make himself thoroughly acquainted
with the provision of the Sanitary Contracts for that district.
(2) He shall keep a diary in which he shall enter a true
record of each days proceedings, and shall submit the same to
may the medical officer of Health, at such intervals as he direct.
(3) He shall se that the Sanitary Contractors for the Hill
district strictly comply with the condition of their contracts,
reporting to the Senior Inspector any and every neglect coming
under his observation.
(4)
He shall visit every road in the Hill district daily and
shall see that the roads are properly swept and scavenged, that
no refuse is deposited on the Hillside or Vacant lands, and that
the night sall coolies are carrying out their duties in a proper
manner and within the prescribed hours.
(5) He shall at the saliest opportunity, report to the
Senior Inspector any neglect or breach of contract or illegal
act on the part of the scavenging or of the night sail coolies,
and every defect in any of the public drains and gullies in the
Hill district which may come down under his observation.
